In order to learn the technical condition of fishing vessels without design drawings, realize their effective inspection and management, improve their technological level and promote the sustainable development of fisheries, research has been conducted into the technical assessment and drawings recovery of these vessels based on real vessel measurement, scanning and data processing. It shows that on-site artificial reconnaissance should be first carried out to obtain information on the vessel’s overall layout, main structure, machinery and electricity equipment etc., and to get the molded lines information by three-dimensional laser scanning as well as the weight and gravity center information by inclining test. Next, using the data from the reconnaissance, the drawings of the overall layout, engine room layout, outfitting layout etc. could be recovered by AutoCAD, the point cloud data could be transformed into the molded lines of the vessel by 3D laser scanning and 3D numerical model could be built using NAPA. Then, based on data gained from the inkling test, the stability of the vessel could be calculated following the current inspection regulations. The results show that, through the precise technical assessment by scientific methods and the drawings recovery, judgement could be made on whether the vessel complies with regulations in terms of its stability and other attributes, and countermeasures could be proposed for those that cannot meet the requirement.
