As the offshore fishery resources getting increasingly scarce, the fishing scope has been expanding unceasingly. During fishing operations near a specific zone , due to the fact that cockpit navigation AIS and radar are susceptible to external factors, the sea data obtained are low in accuracy, and lacking of access of the cockpit to warning alarms reminding of the specific area leads to the higher frequency of accidents at sea. It is urgent to develop a specific zone control system to provide warning for fishing boats operating nearby. Therefore in this paper, the information fusion theory of AIS and radar in fishing boat cockpit was studied, and the information fusion process based on convex combined track fusion algorithm was simulated. A specific zone control system based on YimaEnc chart engine was designed, which could provide a more accurate maritime information with monitor management and transgressions alarm functions. According to the experiment results, with this system, problems including low accuracy of fishing boats position information at sea and lack of necessary supervision and alarm when sailing in and out of specific zones have been preliminarily solved. The research will provide references for strengthening the control of fishing vessels at sea and improving the safety of fishing vessels.
